Green Cleaning Information for School Administrators, Staff and Parents

As concerns about chemicals in the environment grow, there is an effort to reduce the amount and type of chemicals people are exposed to every day. In light of this, a law was passed in 2009 by the CT legislature that requires schools to start a green cleaning program in the schools by July 2011. School Districts need the cooperation of staff and parents to both comply with the law, and protect the health of students and staff.

Nursing & Student Health

School nursing is a specialized professional practice that contributes to the well-being, academic success, and lifelong achievements of students. In support of the undeniable relationship between health and learning, the development and delivery of nursing services within the ACES programs subscribe to and follow the guidelines and professional standards set forth by ACES, the National Association of School Nurses (NASN), the National League for Nurses (NLN), as well as the American Academy of Pediatrics (AAP).

Department Overview

All of our ACES programs are staffed by at least one registered nurse during regular school hours. The scope and intensity of the services our school nurses provide varies based on the individual acute and chronic health concerns of our students. With the increasing numbers of students with chronic health conditions and need to manage them during the school day, the school nurse plays a crucial role in the seamless provision of comprehensive health services. To foster health and educational success, the school nurse adapts to the individual school setting while providing the following core services:

  • Provides direct care to students for acute health problems such as injuries and acute illness, including referral for emergency services as needed.
  • Provides direct care to students with chronic health problems according to mutually agreed upon plans developed in collaboration with students, families, and community healthcare providers. Examples of chronic health problems include asthma, diabetes, epilepsy, cerebral palsy, autism, sickle cell anemia, and potential life-threatening allergies.
  • Develops individualized care plans and nursing interventions that address the physical and emotional needs of students.
  • Provides and coordinates medication administration and medically indicated treatments for students.
  • Provides care coordination with families and multiple community providers to help ensure that students healthcare needs are addressed.
  • Implements state mandated health screening programs, including referral for abnormal findings and immunization requirements.
  • Maintains individual student health records in accordance with state regulations and utilizes an electronic health record for documentation of health related assessments and plans.
  • Promotes a healthy school environment by addressing physical and emotional safety issues of the school community, including infection control and injury prevention.
  • Provides health education in the areas that include of self-care, nutrition, exercise, smoking prevention, oral health, prevention of infectious diseases, substance abuse, adolescent pregnancy prevention, and parenting.
  • Functions as the health care expert in the school and for the organization; the school nurse serves as a leader for health policies and programs.

Indoor Air Quality

The ACES Governing Board provides for a uniform inspection and evaluation program of indoor air quality complying with the Environmental Protection Agency’s Tools for Schools Program. The results of the evaluation will be made available for public inspection at a regularly scheduled Governing Board Meeting and also posted on the agency’s website.

ACES will report biennially, to the Commissioner of Education on the condition of its facilities, its long-range facilities program, its air quality program, and green cleaning program. The Board will utilize standard reporting forms to conduct and report on both IAQ and HVAC inspections and will provide the Department of Administrative Services (DAS) the completed forms for each school. The forms and/or reports will be made available on the ACES website.

On and after January 1, 2024, and annually thereafter, each local or regional board of education shall provide for a uniform inspection and evaluation program of the indoor air quality within each school building using the Environmental Protection Agency’s Indoor Air Quality Tools for Schools Program. Policy Manual

Through the efforts of the Governing Board, the Policy Review Subcommittee, and the Connecticut Association of Boards of Education, the ACES Policies, Regulations, and Bylaws Manual are regularly reviewed and revised. These are policies adopted by the Governing Board in a legitimate exercise of local discretion and authority.

Although many of the policies are new, some of ACES existing policies were also updated, codified, and organized into this manual.

ACES, like each local and regional Board of Education in Connecticut, is responsible for providing the best possible education to all its students. Boards and their administrators must make complex decisions which respond to the needs of the entire academic community, the best educational practices and theories, and state and federal laws. Regional Education Service Centers and school districts cannot function effectively within these constraints unless they operate from the basis of sound, carefully deliberated policy.

This manual has been developed by the ACES Governing Board to help carry out these important responsibilities. Updating is a continuous process.
